The Legal Information System: “Bank of Legal Certificates”

The legal information system, “Bank of Legal Certificates,” is a card file of legal certificates that includes cards for documents and documents themselves. The directories used to sort the cards of documents are included as an auxiliary to the system. The system provides input and storage of separate documents and cards, batch updating of the database by portions of new documents and cards corresponding to them, and a search service responding to various inquiries of the user.

The search of required documents is carried out by employing one or several options: the date (of signature, put into effect, cancellation of the certificate), the subject, body, kind of certificate, number, name, signatures, publication, headings, keywords, or the text.

The system can be used for the creation of one’s own database of legal certificates and for working with already available bases:

• Database of Legal Certificates of the Scientific and Technological Centre “System” (38,455 documents);
• Database of the State Tax Service of the Russian Federation (6276 documents);
• Database of the Maximum Arbitration Court of the Russian Federation (2269 documents).

Today, the system contains a full set of legal certificates from the Russian Federation from the period 1992 to 1999. Updating of the information databases of the system occur weekly. Work on updating the system’s documents for the previous year are conducted simultaneously.

According to the Decree of the President of the Russian Federation 808, from August 4, 1995, the documents contained in the system are deemed reference materials. The developer of the system creates the Scientific and Technical Center for Legal Information "System" for the Federal Agency of Governmental Communication and Information of the President of the Russian Federation.

According to the current legislation of the Russian Federation, only the Scientific and Technological Centre “SYSTEM” can offer users official texts of legal documents (laws and other legal certificates) of federal bodies of the government in a machine-readable format.

Reference to legal certificates received from information databases of the Scientific and Technological Centre " SYSTEM " are accepted at the disposal of legal proceeding by courts of the general jurisdiction and arbitration courts.
