STC “System”

The Scientific and Technical Center for Legal Information "System" (STC “System“) was created in 1993, with the purpose of managing legal information for the federal government. The collective was made up of employees of The State Legal Management Department for the President of the Russian Federation.

Legal documents from the president of the Russian Federation and the Government of the Russian Federation that go through the STC “System” require a lot of attention, including making sure organizations rightly execute the legal information they receive.

The information database of the STC “System” creates more than 76,000 documents, without taking into account international contracts, certificates of enforcement authorities, and arbitration practice. Legal certificates for the years 1917 through 1922 are included in their entirety. The full edition of The Legal Digest of the Russian Empire, all 16 volumes, is available along with a machine-readable variant.

Users of the information database of the STC “System” include the highest bodies of the government of Russia, power departments, scientific institutes, commercial organizations, and mass media.

One of the main tasks of the STC “System” is creating and conducting a reference databank of legal certificates for the highest bodies of the government of the Russian Federation. The reference databank contains official texts of legal certificates of federal bodies of the government in a machine-readable variant.

Texts of legal certificates of the STC “System” are received directly from the Administration of the President of the Russian Federation, The Governmental Assembly of the Russian Federation, The State Duma of the Federal Assembly of the Russian Federation, The Council of the Federation of the Federal Assembly of the Russian Federation, The Constitutional Court of the Russian Federation, The Supreme Court of the Russian Federation, and The Maximum Arbitration Court of the Russian Federation.

The main direction of activity of the STC “System” is the production and distribution of official machine-readable collections as electronic copies of official periodicals of The Assembly of the Legislation of the Russian Federation and The Bulletin of Statutory Acts of Federal Enforcement Authorities, published by Legal Literature publishing house, and Administrations of the President of the Russian Federation.

The STC “System” manages state accounts and the registration of databases and accounts of databanks for legal information in the Russian Federation with the objective of making available state policy via an information system.

The STC “System” is a central source for legal information of the Russian Federation, providing free, easy access to legal information on the part of the government of the Russian Federation. It also serves as an information exchange resource between regional departments of legal information and subjects of the Russian Federation.
